The Parents' Association of Pre-School Handicapped Children was set up in 1987, and became registered as a company in 2001. It is now a member of The Hong Kong Council of Social Services.

The association carries out advocacy work to urge the Hong Kong Government to provide more and better services for persons with disabilities - not only for pre-school children, but also for school-age children and adults.
